Last Monday, U.S. Bankruptcy Judge Richard Schmidt in Corpus Christi, Texas, recommended that Grupo Mexico's plan to take Asarco out of bankruptcy be approved, rather than the plan by India-based Sterlite Industries. The two engaged in a bidding war for Asarco, Southern Arizona's 16th-largest employer, up until the days before Schmidt's ruling.
Suarez, Dillard and other analysts also pointed to other benefits Grupo Mexico could take from again operating Asarco, a property the parent ran into the ground in the years 1999-2005. (color/bold added) Once out of bankruptcy, Asarco will not be burdened with the billions of dollars in liabilities that helped drag the company down before.

A California judge today tentatively scheduled a trial for Jan. 26, 2010, for a case that challenges Barack Obama's eligibility to be president based on questions over his qualifications under the requirements of the U.S. Constitution.If the case actually goes to arguments before U.S. District Judge David Carter, it will be the first time the merits of the dispute have been argued in open court, according to one of the attorneys working on the issue.In a highly anticipated hearing

MEXICO CITY — Mexico's point man in the drug war resigned Monday in a Cabinet shake-up that raised questions on whether the government's strategy to crack down on brutal gangs will change course.
Attorney General Eduardo Medina-Mora did not give a reason for his resignation, saying in his farewell speech that "we have done a lot to clean the house," referring to his efforts to combat rampant police and government corruption.

Mexico: 4 men gunned down at Ciudad Juarez motel
CIUDAD JUAREZ, Mexico — Attackers shot four men to death in a motel parking lot in the border city of Ciudad Juarez, Mexico’s deadliest city.

Mexican drug policy makes no sense

Mexico's recent decision to legalize hard drugs, including methamphetamines, cocaine, LSD and heroin, sends the wrong message to its citizen and to the international law-enforcement community.
It especially sends the wrong message to the United States, which, according to a recent Bloomberg report, has already sent Mexico more than $150 million to fight Mexican drug-trafficking organizations.
Mexico's new laws will allow addicts to be treated free of cost, but it has just 100 clinics in its entire country of 109 million people, which includes a reported 4.5 million addicts and a drug addiction rate that has increased 30 percent during the past five years. There's no additional money from the Mexican Congress allocated to pay for additional clinics, according to a recent Investors Business Daily article.

PHOENIX — A 17-year-old legal and political dispute over Arizona's school programs for students learning English will start anew after a U.S. Supreme Court decision that threw out years of previous rulings.
The high court ordered U.S. District Judge Raner C. Collins in Tucson to consider just how much the state's efforts to improve its teaching methods have come toward meeting federal laws that require equal education for all students.
Before the June 25 Supreme Court ruling, Collins had ordered increased spending for the more than 100,000 public-school students learning English in kindergarten through 12th grade. But state officials argued that new daily four-hour instruction periods and other changes could meet the requirements of the Educational Opportunities Act.

76 migrants are found aboard boat in Pacific
SAN SALVADOR — The Salvadoran navy says it has found 76 migrants from as far away as Bangladesh, Nepal and Eritrea aboard a boat in the Pacific.
Navy Capt. Maximiliano Corado says the boat was detected about 50 miles off the coast, and "without doubt the final destination was to arrive in the United States."
The migrants include 25 Bangladeshis, 25 Nepalese, 21 Eritreans and five Ecuadoreans.
Corado said Sunday that the boat set sail a week ago from the Ecuadorean port of Manta.
He said all the migrants appeared to be undocumented

As graffiti spreads on the streets due to budget cuts, a juvenile-offender cleanup group has been out of commission for two months due to red tape.
Because details of a new intergovernmental agreement between the county and CREW — the Pima County Juvenile Court's Community Renewal and Enrichment through Work — have yet to be sorted out, juvenile detainees haven't cleaned up graffiti since the end of June, when the county's fiscal year ended.

Robert Glennon was right when he said, "The real problem isn't shrinking water levels but population growth." But then he shies away from the cause of that growth: immigration. The future of a trilateral advisory group to the North American heads of government is uncertain - a concerning situation for David Ganong, the only New Brunswick business leader on the council.
The 30-member North American Competitiveness Council, made up of executives from Canada, the United States and Mexico, has not provided face-to-face advice to the countries' three leaders so far under the Barack Obama administration - a decision taken by the U.S. president.
"The real issue is, the benefit was the direct input to be made to the three leaders at the time," said Ganong, the chairman of St. Stephen-based chocolate and candy maker Ganong Bros. Ltd., in an interview about the council's annual meetings.
"Without that opportunity to provide dialogue to the three leaders, the real benefit will be dramatically diminished," he said.....
"The new U.S. administration thought they wanted to do things differently than the previous U.S. administration," Ganong explained.The group was still active in preparing a document to advise the leaders before they met and on Aug. 6, just days before Harper flew to the Mexican city, Ganong and seven other Canadian corporate executives spent an hour and a half speaking with the prime minister and a few of his Cabinet ministers."We provided input to the Prime Minister in regards to cross-border issues," said Ganong, who added the so-called Buy America provisions the U.S. administration has put in place also dominated talks.Apart from Ganong, those who addressed the government leader and his ministers included:

The two engaged in a bidding war for Asarco, Southern Arizona's 16th-largest employer, up until the days before Schmidt's ruling.
Suarez, Dillard and other analysts also pointed to other benefits Grupo Mexico could take from again operating Asarco, a property the parent ran into the ground in the years 1999-2005. (color/bold added) Once out of bankruptcy, Asarco will not be burdened with the billions of dollars in liabilities that helped drag the company down before.

Mexico's recent decision to legalize hard drugs, including methamphetamines, cocaine, LSD and heroin, sends the wrong message to its citizen and to the international law-enforcement community.
It especially sends the wrong message to the United States, which, according to a recent Bloomberg report, has already sent Mexico more than $150 million to fight Mexican drug-trafficking organizations.
Mexico's new laws will allow addicts to be treated free of cost, but it has just 100 clinics in its entire country of 109 million people, which includes a reported 4.5 million addicts and a drug addiction rate that has increased 30 percent during the past five years. There's no additional money from the Mexican Congress allocated to pay for additional clinics, according to a recent Investors Business Daily article.

The high court ordered U.S. District Judge Raner C. Collins in Tucson to consider just how much the state's efforts to improve its teaching methods have come toward meeting federal laws that require equal education for all students.
Before the June 25 Supreme Court ruling, Collins had ordered increased spending for the more than 100,000 public-school students learning English in kindergarten through 12th grade. But state officials argued that new daily four-hour instruction periods and other changes could meet the requirements of the Educational Opportunities Act.

As graffiti spreads on the streets due to budget cuts, a juvenile-offender cleanup group has been out of commission for two months due to red tape.
Because details of a new intergovernmental agreement between the county and CREW — the Pima County Juvenile Court's Community Renewal and Enrichment through Work — have yet to be sorted out, juvenile detainees haven't cleaned up graffiti since the end of June, when the county's fiscal year ended.

The future of a trilateral advisory group to the North American heads of government is uncertain - a concerning situation for David Ganong, the only New Brunswick business leader on the council.
The 30-member North American Competitiveness Council, made up of executives from Canada, the United States and Mexico, has not provided face-to-face advice to the countries' three leaders so far under the Barack Obama administration - a decision taken by the U.S. president.
"The real issue is, the benefit was the direct input to be made to the three leaders at the time," said Ganong, the chairman of St. Stephen-based chocolate and candy maker Ganong Bros. Ltd., in an interview about the council's annual meetings.
"Without that opportunity to provide dialogue to the three leaders, the real benefit will be dramatically diminished," he said.....
"The new U.S. administration thought they wanted to do things differently than the previous U.S. administration," Ganong explained.The group was still active in preparing a document to advise the leaders before they met and on Aug. 6, just days before Harper flew to the Mexican city, Ganong and seven other Canadian corporate executives spent an hour and a half speaking with the prime minister and a few of his Cabinet ministers."We provided input to the Prime Minister in regards to cross-border issues," said Ganong, who added the so-called Buy America provisions the U.S. administration has put in place also dominated talks.Apart from Ganong, those who addressed the government leader and his ministers included:

Whether the group will be allowed to meet with the national leaders in 2010 remains unclear, Ganong said.

In 1978-9 I was living and studying in Denmark . But in 1978 - even in Copenhagen , one didn't see Muslim immigrants.
The Danish population embraced visitors, celebrated the exotic, went out of its way to protect each of its citizens. It was proud of its new brand of socialist liberalism one in development since the conservatives had lost power in 1929 - a system where no worker had to struggle to survive, where one ultimately could count upon the state as in, perhaps, no other western nation at the time. The rest of Europe saw the Scandinavians as free-thinking, progressive and infinitely generous in their welfare policies. Denmark boasted low crime rates, devotion to the environment, a superior educational system and a history of humanitarianism.

The University of Texas branch in the border city of Brownsville was evacuated and closed this afternoon after a gunfight on the Mexican side came close enough to cause panic among students and teachers. The report of a gun battle on the other side of the river and several stray gunshots hitting buildings and an automobile were enough reason to abandon the area.
