Civilian Army

State by State and on a Federal level, we need to push legislation to stop the formation of Emanueal's and Obama's civilian Army. Why do we need it? Who pays for it? Who is the enemy? Don't we alreadyy have a National Guard? A military? There is something very unconstitutional about this. In fact, the Constitution explicitly prohibits the formation of an Army civilian or otherwise and threats that formation as an act of Treason.
