            I.        Behavior

1.  Members shall conduct themselves with due regard of the rights, feelings, and traditions of others.

2. Members shall AVOID WORDS AND/OR BEHAVIOR WHICH MAY BE PERCEIVED AS INAPPROPRIATE, PROVOCATIVE, LEWD, INSULTING, AND ABUSIVE.  (racial slurs, middle fingers, crude gestures, swearing, Pics of Obama or anyone as Hitler, Stalin, phrases like pull the plug kill grandma, etc.).

3. Members will not protest in front of hotels, or on streets or sidewalks other than the clear areas reserved and permitted for such exercises.

4. Obey all lawful directions by law enforcement and/or their designees.

5.  All members shall abide by this code of conduct.

6.  Members shall adhere to all state and local laws and in accordance with all statutes from any other jurisdiction.

7.  If a member is confronted, insulted, or threatened, law enforcement will be notified of the event. 

8.  All members will act professional, before, during, and after all events.

9.  Speakers and entertainers will be treated with the utmost respect.  There will not be any vulgar, distasteful, or heckling type words, or booing used toward anyone speaking or entertaining.

10.  Co-marchers will be treated with the same kind of respect that anyone else is given.

11.  Any vandalism, criminal damage to property, or destruction of any kind will not be tolerated.  If anyone is seen committing these offenses, they will be held responsible for the damages incurred.

 

II.Dress

1.  No offensive, obscene, or paramilitary type clothing is to be worn before or                     during any sanctioned events.

2. Dress in a comfortable manner that will be perceived as respectful, so members are projected as respectful and orderly.

3.  Faces will not be covered by scarves, masks, or anything that will obstruct the face.

 iii.Events and marches

   1. All participants shall abide by the rules and prescribed outlines from law enforcement and/or designees, and may include routes, directions, or emergency vehicles on duty.

 

IV.Route plans

   1.  No participants shall go outside of any designated routes prescribed by law enforcement or their designees.

 

v. Drugs and/or alcoholic beverages

   1.  No member shall consume any alcoholic beverages prior to or during any event/s.  If leaders or organizers perceive a participant is intoxicated, that participant will be asked to leave the event area.

   2.  If a participant fails to leave, they will not be asked to attend any sanctioned events in the future.

   3.  No illegal/illicit drugs will be tolerated at any given time by participants or members.  Criminal charges will be the responsibility of anyone caught and/or charged, we want a professional showing, not a negative effect.

   4.  All prescription medications need to be in their original containers, with a label, and as dispensed by a pharmacy.

   5.  If any participant wishes to consume any alcoholic beverages, they may do so on their own time, not before or during any sanctioned event.

        Vi. Flags or banners

1.  American flags no matter what size will be carried with pride and respect.  We do not approve of any upside down flags, we will respect the flag out of reverence to those who have served and died for the flag.

2. Any other flag/banner will be shown the same respect and consideration as the American flag.

3.  At no time shall, any flag/banner prior, during, or after an event be allowed to touch the ground.

4.  Flag carriers of large flags and banners will be instructed prior to an event.

5.  Banners shall be extended completely at all times, to portray any messages on such banners.

 

Vii.Executives, organizers, state directors and   district coordinators

1.  Above members will have the task of respectfully representing their respective groups and members professionally?

2.  The hierarchy established shall be maintained and will be orderly and available, prior, during, and after event/s.

3.  Professionalism shall be adhered to allow a clear presentation of any or all messages for our members and the public to understand clearly.

4.  Organizers shall represent all events and any media inquiries should be directed toward organizers at all times if possible.

5.  If an organizer is not available for the media, and a member is interviewed, all members should do so with respect, dignity, and knowledge. Remember America is watching and the left is waiting to make all of us look bad. Think before you speak!

        Viii.   Policing our members

   1.    Organizers must adhere to all laws, regulations, and orders of law enforcement officials or their designees.

   2.   This shall be done from the time of application/submission of permit for an event, until any event has completely ended.

 

 

Ix.  Dispersing members

1.  All participants and members shall disperse from any event area at the time of conclusion.

2.  Organizers or appointees shall assist in asking members to cooperate with any dispersal.

3.  If during any event, a lawful order is given to interrupt, cancel, or re-establish a route, all participants and members shall comply immediately with all law enforcement orders by any/all law enforcement or designees.

 4.  All participants shall be respectful and will comply by any/all lawful orders.

5.  At no time shall any event be turned into a sit-down protest.  Members are to act according to the law, and will not provoke law enforcement officials to act in a defensive manner.

   6.  Members will not lock arms, agitate, or provoke a negative response from any other parties; including law enforcement, protesters, or the general public.

   7.  Once again, if members are threatened, assaulted, or confronted, law enforcement will be notified immediately.

   8.  Prior to participants dispersing, all areas will be cleaned and left in the manner in which it was found.  All members will be responsible for this rule.

x.Abiding by conditions of permits, etc.

 

1.  All participants and members must ensure that while being a participant in any event, they understand either verbally or written, that the participants or members will obey the conditions of any permits issued and the code of conduct.

2.  Any group or groups outside of our organization that are marching under our permit/s, must abide by the code of conduct or they will be asked to leave any event/s.

 

Guidelines From the United States Capitol Police

Signs, Banners and Placards: Signs, banners, and placards are permitted as a part of a permitted activity. All supports for these items must not exceed three quarters (¾) of an inch at their largest point, have dull ends, and made entirely of wood. There can be no nails, screws, or bolt-type fastening devices protruding from the wooden supports. These items may not be used to offer any item for sale, to solicit contributions or contain any form of advertising. Any display of signs, banners, placards, and related items is strictly prohibited inside all Capitol Buildings.

 

Shelters: Setting up, placement or storage of camping equipment, tents, sleeping bags, bedrolls, bedding or a shelter of any kind is prohibited at all times.

 

Distribution of Literature: Literature may be distributed to interested persons, at no charge, as a part of a permitted activity. Distribution of literature is prohibited inside all Capitol Buildings.

 

Condition of Grounds: Immediately upon the scheduled conclusion of a permitted activity, all props, equipment and facilities must be removed from Capitol Grounds, and the spokesperson shall take such action as may be necessary so as to leave the space utilized by the activity in the same condition which existed immediately prior to the commencement of the activity. It is prohibited at any time to climb, remove or in any way injure any statue, seat, wall, fountain, light poles, elevator towers, or other erection or architectural feature, or any tree, shrub or landscaping feature within the Capitol Grounds. No person may stand or otherwise enter upon any of the Capitol Visitor Center skylights, fountains, planters, walls, surface level air grates and generators.

 

 

Marches: Marches are permitted to pass through Capitol Grounds provided the march does not disrupt the orderly business of Congress, or impede the equal access by others to Capitol Buildings. Generally, marchers will be required to remain on sidewalks and obey all traffic signals and signs.

 

Solicitation: It is prohibited at all times to offer any item for sale, or solicit fares, alms, or contributions or display any form of advertising on Capitol Grounds.

 

Filming and Photography: The use of camera equipment to film or photograph on Capitol Grounds is permitted, provided the photographs or film is for private or other non-commercial use. Non-commercial documentary or historical filming is permitted on a case-by-case basis. The use of tripods or other film or photography enhancement equipment requires special permission, and is limited to grassy areas where pedestrian or vehicular traffic will not be impeded.

 

Parking: There is no parking available for private automobiles, buses, or other vehicles on Capitol Grounds. Buses may utilize Garfield Circle, at the intersection of First Street and Maryland Avenue, S.W., and Union Station, at 50 Massachusetts Avenue, N.E., to drop off passengers.

 

Prohibited Items: The following items are prohibited at all times on Capitol Grounds: any firearm, explosive, club, missile, chemical or other incendiary device or other weapon. It is also prohibited to use or display any open flame including, but not limited to, ignited candles, torches, lanterns, or lamps. Flashlights and other battery-powered lights are permitted.
