*GOALS, AGENDA, AND STRUCTURE FOR DISTRICT 5*

District Coordinator: Bill Hay

The ultimate function of this group, and the other district groups of VA, is to serve as a local headquarters for each congressional district. Members interested in participating in state and national activities, to include meetings fundraising, marches, etc., should join the district group in which they live so that they can work closely together.

The goals are to confront and offer solutions to state and national issues, and to work with the other VA Congressional District groups and representatives to build a stronger state group. Each Congressional District group needs a District Coordinator. Below the Coordinators, there should be a Community Leader from each of the main cities/towns of that district who can recruit at a grassroots level.

It covers all or part of Greene, Campbell, Bedford, Albemarle, Nelson, Fluvanna, Buckingham, Cumberland, Appomattox, Prince Edward, Charlotte, Lunenberg, Franklin, Henry, Pittsylvania, Halifax, Mecklenberg, and Brunswick Counties. It includes the independent cities of Charlottesville (main site of the University of Virginia), Danville, Lynchburg, and Martinsville.

Why I Am Running
The reason that I am running for Congress is that I want to bring thelanguage of our founding back into the political discourse. We neverhear politicians talking about American Exceptionalism anymore. Wenever hear about how nothing is more important than protecting therights of the individual. We never hear politicians expressing theirunderstanding that as goes Individual Liberty so goes prosperity.I want to change that.The other reason that I want to run for Congress is that for once in mylife I want to be able to go to the ballot box and vote for a candidatewho actually understands what the nature of his job is. I want to votefor a candidate who understands that governments are instituted amongmen to protect the blessings of liberty, and not to take away theirliberties. I believe that we as a people have waited long enough andthat I am not alone in these beliefs. The time to take back our libertyis now.TaxesI am not interested in going to Washington to debate the merits ofraising or lowering taxes and using class warfare to accomplish my ends at the expense of my country. The income tax code that we presentlysuffer under is morally repugnant to me and needs to be replaced. Because of the phenomena of embedded taxes, our current tax system is the most regressive of tax systems, and truly hurts those at the lowestend of our economic system the most. Because of this I am a supporterof the “Fair Tax” and would encourage everyone to please educate themselves on this issue.EnergyI have been waiting for over 30 years for Democrats and Republicans tocome together on at least this vital national security issue to move our country towards complete energy independence, and the fact that we are still waiting is a national disgrace. We need to open up the OuterContinental Shelf for drilling. We need to fast track the Nuclear Regulatory Commission application process to help speed up nuclear plant construction. I favor tax incentives for alternative energy, but I oppose subsidies, which has the effect of allowing the government to choose winners and losers. Finally our country is sitting on top of 500years of coal. I favor tax incentives for research into finding cheaperliquefaction and gasification processes for coal.EnvironmentI am an environmentalist. When you live in a state as beautiful as Virginia it is hard not to be humbled by the blessings that God has given us. It is up to us to protect our beautiful land and pass it on as unspoiled as possible to future generations. However, that being said, people come first. I will never support legislation that places animals or plants above individual liberty or property rights. We woulddo well to remember that prosperity comes from individual liberty, and clean, wholesome environments come from prosperous nations.Health CareRights are nonobligatory. That means if I require you to do something or give me something to exercise my rights then by definition it is not a right. Health care is not a right. The reason that health care costsare going up so fast is not because government isn’t involved enough, it is precisely that government is already too involved. In a nutshell we need to introduce more choice and more market reforms into the healthcare system, and we need to move government out. Please read my expanded plan to get a better understanding of what I would like to see happen in health care today.Defense Having served 22 years in the United States Navy I feel that I have a little insight into the defense issue. I would like to see our militarypersonnel have more input into the procurement process, and for influential Congressmen and Senators to have less. We have troops in 147 countries, I think we might be a little over extended; it is time for some of them to come home. I am in complete support of advancing our missile defense technology, at the fastest rate possible. Defense is our government’s number two priority, after protecting the rights ofthe individual. I believe that a goal of 4% of Gross Domestic Product is at best a minimum target for defense spending.Rights of ManI believe that all men are created equal in the eyes of their Creator. This does not mean that we are all given the same gifts, abilities, and talents, so it would be unreasonable to expect the same outcomes. I believe that we are endowed by our Creator with certain unalienable rights, that among these are life, liberty, and property. I also believe that governments are instituted among men to secure these rights, and draw their just powers to govern from the consent of the governed. I believe that when a government fails to protect these basic rights of the people it becomes an illegitimate government.

Tell Congress No Health Care for Illegal Aliens
Hope Obama will not include illegals in any Health Program:
he has so much going on he says immigration reform will have
to wait until next year.
Why, are we Americans, suppose to pay for illegals to get health-care?
Alert: Perched at the edge of an exam table, Delmira Maravilla is anxious for a check-up and for a time line on the president's promise of health care for all Americans.

She's paying out of pocket for the exam, and like one-third of Hispanics, the mother of nine doesn't have health insurance.

Latinos like this immigrant from El Salvador have much to gain if the legislation taking shape in Washington passes. Among the major ethnic groups, they are the least likely to have health coverage through work. And Hispanics often face language and cultural hurdles to getting good-quality health services. They're far less likely to have a regular health-care provider, and to get the kind of routine screening that prevents serious health problems.

Maravilla knows how easily her family's carefully calculated budget can be overwhelmed by the cost of health care: her 6-year-old daughter's recent fall against the edge of a table set her back a devastating $1,500 in emergency room bills. Any accident, any unexpected illness, can be catastrophic, she said.

"I would be so much calmer, less worried, if I knew I had health insurance for my family," she said. "Health problems happen to everyone, but it's too expensive for us who are poor."

Experts say health disparities among ethnic groups are great, with one in three Hispanics and one in five African-Americans not having health insurance, compared with one in eight whites. And as the recession deepens, the gap is growing along with rising unemployment and cuts to work-sponsored insurance.

"We can't have the status quo. It's just a disgrace. I don't know what other words to use," said Elena Rios, president of the National Hispanic Medical Association, a nonprofit group that represents Hispanic doctors. These groups like "La Raza"
should be out- lawed, but the ACLU represents these illegals. American Civil
Liberties Union needs take (American) off their group name.

Rios was among the advocates calling on legislators to consider measures designed to bolster care for Hispanics through preventive medicine, health education and increased diversity in the medical field.

Jane Garcia, the CEO of La Clinica de la Raza where Maravilla gets her checkups, sees the need for reform every time she makes her rounds.

About 71 percent of her patients are Latino; 44 percent are uninsured, and that number has been going up. New patients range from the recently unemployed to undocumented immigrants who can no longer get care in neighboring Contra Costa County, where supervisors squeezed by a budget shortfall voted to cut services to them.

I was at the Perriello Protest in Charlottesville yesterday, and was happy at the turnout...I'd say about 200 people showed up. While I didn't have a sign, I shared my concern/comment with the staffer after the event. I was happily surprised to see a fellow member of our local GOP committee there. It was very encouraging to see that many folks in the middle of the day in the middle of a work week. I drove about 45 minutes to get there and met some other folks who lived outside of Charlottesville that were willing to travel in for this. My hat goes off to Bill for organizing this, and all those who were able to attend, make/bring signs, and voice their concerns/questions. Hope to see you all again on the 4th at the Charlottesville Tea Party/Celebration.

James Edmunds is running for the 60th House of Delegates seat which is being vacated by Republican Clarke Goan. He's running on a platform that focuses on jobs, safety and education.

Is there anyone here in Fluvanna County that lives in the Columbia District interested in running for Board of Supervisors? Or do you know someone who lives in this area who either might be interested or know someone else in that precinct who would be. We NEED someone to replace our current chairman this November. The GOP is looking for someone to run.
