Synopsis:
Proposing an amendment to the Maryland Declaration of Rights to establish that the right not to be deprived of life is vested in all human beings,
irrespective of age, health, function, physical dependency, or method of reproduction, from the beginning of their biological development;
making technical changes; and submitting the amendment to the qualified voters of the State of Maryland for their adoption or rejection.

16 States have had Personhood Legislation efforts filed in 2009-2010:
1) Three States have had Personhood Bills filed in their Legislatures (AL, ND and SC(2)).
[Georgia also has had a bill asserting fetal personhood as a legislative finding of fact;
Virginia also has had a principled "right to life" bill filed. ]
2) One State has had a Personhood Bill ballot initiative / petition drive filed (AK).
3) Five States have had Personhood Constitutional Amendments filed in their
Legislatures (GA, IA, MD, MI and MT).
4) Eight States have had Personhood Constitutional Amendments ballot initiatives /
petition drives filed (CA, CO, FL, MS(2), MO, MT, NV, OR).
Two States, North Dakota and Montana, made history in the 2009 legislative session by becoming the
first States to pass intact Personhood legislation in one of the chambers of their Legislatures, before
failing in the other chamber. The North Dakota House passed a Personhood Bill on Feb. 17, 2009,
and the Montana Senate passed a Personhood Constitutional Amendment on Feb. 26, 2009. (In 2005,
Personhood legislation (Bill) was also passed in the South Carolina House, but was fatally flawed when
a rape exception amendment was added on the SC House floor prior to passage.):

at least one chamber of their State Legislature, to date.
