The F.L.I.P Principles
The F.L.I.P. Principles provide a clear and concise philosophical foundation for the Flip The House effort. These Principles are rooted in the founding of our nation and seek to guide our nation in restoring the founding ideals of liberty and limited government.

We propose that every candidate for elected office support these F.L.I.P. Principles:

F-Free Markets
Perhaps never before has the ideal of the free market been under assault. The rising tide of statism and the nationalization of industry are undermining the free market upon which our prosperity and our American dream are founded. Flip This House boldly calls for a return to the ideal of the Free Market.

L-Limited Government
The founders of this nation designed
into the very structure of our Constitution strict limits on the power and authority of federal government. They feared what we face -- an ever-expanding federal state that ultimately consumes all liberties. In order to FLIP This House, we must return to a more humble and constitutional view of the power of the federal government.

I-Individual & Family Liberties
In today’s politically correct world, our entire conception of “rights” has been turned on its head. For example, a “right” to healthcare has become an entitlement to get something from society instead of my individual liberty to pursue my own health needs. Likewise, the individual’s associations -- family, church, business -- have become a threat to the statist ideal. The F.L.I.P Principles uphold personal and family liberties against the all-consuming state.

P-Private Property & Prosperity

The statist regime of nationalization, excessive taxation and regulation has all-but destroyed the American ideal of private property. Our nation was literally built on the promise and security of private property. Private property is the foundation of our prosperity. Any candidate for public office must affirm and uphold the ideal of private property over and above this rising tide of statism.

The F.L.I.P Platform
We propose that House Flippers across this nation only support candidates for public office who are committed to the FLIP Principles and the FLIP Platform (below).

The FLIP Platform offers a simple, clear slate of positions that directly challenge Big Government Statism. These principles are non-partisan and can be supported by candidates of all parties.

We propose that every candidate for elected office pledge his or her commitment to these F.L.I.P. Principles:

F-FIX the size of Government
Government is out of control. The FY 2009 deficit has approached $2 trillion and the total unfunded liability of our government has eclipsed $100 trillion.

The only solution is to specifically limit the amount of money Congress can spend. That’s why we propose that the size of the federal government be FIXED (i.e. limited) to never exceed 20% of the prior year’s Gross Domestic Product. The platform states:

As member of Congress or other elected office, I will oppose any federal budget that exceeds 20% of the prior fiscal year’s GDP and will support efforts by legislation or constitutional amendment to specifically limit the spending of the federal government to not exceed 20% of prior year’s GDP.

L--Limit Taxes
To understand our current crisis of statism, one simply needs to follow the money. The federal government’s excessive power is directly linked to the federal government’s excessive and oppressive power of taxation. Federal taxation is excessive in its amount and oppressive in its scheme. The solution is clear: abolish the income tax scheme and establish ONE consolidated federal tax that is not hidden or obscured and every American can understand. The platform states:

As a member of Congress or other elected office, I support the abolishment of the Income Tax and the currently oppressive multi-tiered federal taxation system. I support the establishment of ONE consolidated federal tax that can be debated in the open forum and understood by every American.

II--IMPOSE Term Limits

The era of institutionalized politicians must end… immediately. That’s why we must immediately impose term limits on Congress. No Member of Congress will be allowed to serve more than 12 years in the Senate (two terms) or 12 years in the House (six terms), or a total of 18 years in both. After that, step aside and let someone else serve. The platform states:

As a member of Congress or other elected office, I support establishing by Constitutional amendment a specific limit on the number of years an individual can serve in Congress: 12 years in the Senate, 12 years in the House or a total of 18 years in both.

P--PURGE Nationalization of Industry
In recent months, businesses and even entire sectors of our economy have been nationalized by the federal government (the banking industry, the mortgage industry, the U.S. auto industry, insurance (AIG), and student loans to name a few). Others are on the brink of nationalization (health care and energy). Soon, government will directly manage or control more than half our economy. It’s time to PURGE our nation’s of its socialist appetite and return these businesses and industries to the private sector where they belong. The platform states:

As a member of Congress or other elected office, I pledge to oppose any and all efforts to nationalize or otherwise control private sector industries. Specifically, I oppose the recent nationalization of much of the U.S. auto industry and home mortgage industry. The federal government must get out of the business of running American business.

Bobby Schilling, father of 10 children and 9/12 Candidate for Congress in the IL 17th District, is organizing a 3-2-1 Money Bomb Sunday, March 21st at http://www.bobby321.com. We want this bomb to be a monumental event as we need over $10,000 to make this event a success.

Please consider contributing $5 to the Money Bomb on March 21st for Bobby Schilling so that he can defeat his far left wing opponent in November.

Here is a great video link from the National Review website 03/09/10 to a collage contrast of Ronald Reagan and Barack Obama sound bites of fundamental differences in principles. The contrast is stunning and eye-opening!

Dear Friend,
Below please find an email I am sending to all my family, friends, co workers, and friends I have not met as of yet. I need you to do the same, please forward my email to anyone you can think of, even if they do not live in New Hampshire.
Until now, only famous or well known people with a lot of money could run for a National Office and win ! I need your help in getting the word out about me. Please email or call your local papers, TV stations, and even Fox News people like Bill O’Reilley, Sean Hannity or Good Morning America, demand they listen to me, demand they listen to us, the people. I will be more than happy to speak to any person or any group, anytime.
I am angry, and above all, I am scared with what is happening in Washington, our elected officials are poised to pass a health care bill that none of us want, none of us understand and I doubt they understand the bill either. Do they even care ? The answer is pretty clear………. We need to stop this madness now………. And get a Congress that is actually controlled by the people, as it was intended back in 1776. That is just one example. Please support me and my quest to take back America, for the people.
The critics say there are no leaders out there to lead America forward, well they are wrong……. Let’s forget about Democrats, Republicans, Independents and all the others…. We are Americans, and we are proud. Let’s send a message, and send it now !!
I am serious, and I plan on winning !
************************************************************************

Dear Friend,
I am writing this email to you, to ask for your help. As most of you know, in April of 2009 I announced my intentions of seeking the position of United States Senator for the proud state of New Hampshire. Since then, many things have happened and I was in serious doubt about my success as a candidate. Kelly Ayotte announced her intentions to run as did several other well know political figures.
I thought at the time that at least I could get behind Kelly and support her bid; after all, she was a great Attorney General. She has a lot of support, and would be a good candidate. Then came the GOP, they swooped her off her feet, jetted her all over the country side raising money for her campaign. Ms. Ayotte even went to Washington and rubbed elbows with all the heavy hitters, the lobbyists, and the GOP helped her raise thousands of dollars.
Then, all of a sudden, reality struck me like a Mack truck, are we all so blind that we can not see what is happening here, I think we are. The GOP does not get behind a candidate and help them raise money, help them win the election, and expect nothing in return. Ms. Ayotte will just be another talking head of the GOP, and most assuredly vote along party lines, leaving you and me behind. New Hampshire, as she knows it, will be a distant memory, her promises to you and I, a promise to represent the people in our state, will all be distant memories for her, the chosen one.
People are quick to blame George Bush, President Obama, or maybe even Congress for the problems we have today (imagine). Do you know where the real blame lies ? It is with us, the voters, and the people. Yes, that’s right, with us. Since World War One, we have allowed our elected officials to tell us they know what’s best for us; they are all smarter than us, so we just need to follow them. During elections we would ask them their views on abortion, gay rights, immigration and gun control, to name a few. We would ask them how they would vote for each new law or regulation.
Let me take you back to July 04, 1776, the plan was to elect officials to represent the people. Our elected officials were to conduct business for the people; they were to represent us, not their own self serving interest. (Who cares what they think) That mindset worked for a long time, and now they are telling us what is important. We have Congresswomen refusing to meet with her constituents because it is below her station in life. We have laws being passed that are taking away our rights and freedoms and costing us a small fortune. The rich, famous, and powerful are now running our country, the elite. They have no idea of what it means to work 60 hours a week, and be poor. Your home or car has been taken by the bank, many can’t find work, can’t buy food, can’t keep your home warm, if you’re lucky enough to have one to heat.
Please forgive me for being so long winded, but I could write another 30 pages and bore you completely. I am merely trying to make a point, we need someone in Washington who is going to represent us and vote for laws that are good for New Hampshire and for the United States, not what is good for them or their party. We need to take our country back, one seat at a time. I have many ideas and I want to share them with you, just ask. This is where I need your help.
Can you please send this email to your family, your friends or as many people as you can and ask them to send it to as many people as they can. I have no fame, I have no money, I don’t have a pretty face, but I do have a love for America, and I am very proud to be an American. I can not fight in Iraq or Afghanistan……… but I can fight here, to get America back to its rightful owners, the people. I want to see our Country proud, strong, and once more a world leader. I want our troops to be proud, I want to give them the tools to succeed and above all, the support they need. An unknown Congressman ran in Utah, no money, no fame and he won. An unknown Senator from Massachusetts ran and won, then why can’t I ? This is still America, but we need to act now, in 2010 and in 2012. Please write to your local newspapers, radio stations, and TV stations, demand they talk to me. Help me get my message out. Together, with your help, we can make a difference. I will be more than happy to speak with anyone or any group.
I have highlighted a few idea’s I have below to give you can idea of my thought process and to get feedback from you. It should not matter how I feel about any certain issue, I should be, and will vote the will of the people, regardless of my feelings.

* Smaller Government
* We need to create a lot more jobs
* Reduce taxes and spending
* Support and nurture small businesses not regulate them to death
* Tort reform for healthcare
* Ability to buy healthcare across state lines
* Form a pool of uninsured people; force the top 100 companies to insure these people. They will pay what they can and we will subsidize the difference.
* The option to purchase medications from other countries.
* Term Limits for elected officials, no more 30 year veterans in Congress
* Some sort of a flat tax for incomes
* Subsidize drug companies in R&D of new drugs, lowering the cost
* We need to get immigration under control, start deporting illegals.
* Clean up welfare fraud and prosecute violators to the full extent of the law.

Anyone interested in helping me can call or write, this is a grassroots campaign, one I intend to win !! I want to thank my friends at work, for their support and insight……. I want to hear your ideas as well. If anyone can make a financial donation, that also will be greatly appreciated, but by no means required or expected. I can also use volunteers to help me win. Thank you for reading such a long boring email…..

Respectfully,

Wayne M. Doherty

ISSUES

Before we talk about the issues. We have to understand were we are at as State. Although the last legislature was more radical than any in the history of our Great State we are still a business friendly, low tax, and conservative State. The problem with Nevada on a number of issues is not Nevada. It is the federal government and the burden illegal aliens are putting on the State. The current administration in Washington D.C. is actively working every breathing minute to destroy the American economy. Although that statement may surprise some it is a fact and we have to understand that before deciding how to position Nevada to protect our fellow Nevadans, allow our State to prosper, and enable our children to live the “American Dream”. Every belief, every action I will take is based on accomplishing those three key items.

Spending and Taxes

Spending
Freeze state spending at the 2005 level and maintain it there for the bi-annual budget cycle. Freeze all new hires. We are critically in the red for the next two years. The special secession only succeeded in put a band aid on the problem.

Taxes
It is completely insane to raise taxes in the current economic environment. I will not support any tax increases and I feel that as a State we need to find ways to shield Nevadans and Nevada businesses from federal taxes.

State Government
The major problem as the second least tax state in the nation is that we can only cut so much. There is some fat to address but we Nevadans have done a fairly good job over the years. We have to grow out of the problem which I address below.

Constitutional Conventions
Few people understand the power of the State vs. the federal government. A main goal of mine is to go to Carson City to fight off the wolf now dressed as the federal government. I will push the following Constitutional Amendments through Constitutional Conventions that are called for by 2/3 of the States and formed to address a single issue only.

The following are items I would endorse as Constitutional Amendments.

1. Congressional Reform Amendment of 2010
Serving in the congress is an honor, not a career. The Founding Fathers envisioned citizen legislators, serving your term (s) and then going home to live under the laws you passed.
a. Term limits: Lifetime of 12 years, one of the possible options below
i. Two (6) Year Senate terms
ii. Six (2) year House terms
iii. One (6) Year Senate term and three (2) year House terms
b. Repeal of 17th Amendment
i. We The People intend to restore our U.S. Senate as the deliberative organ of our sovereign States in Congress to check rash, lawless acts of the U.S. House and unconstitutional treaties and executive orders by imperious presidents.
ii. America has lost its Statesmen, traditionally the US Senate has been the body that has produced our great Statesmen.
iii. The United States Senate will no longer be corrupted by the money of special interest groups or foreign governments.
c. No Tenure / No Pension:
i. A congressman collects a salary while in office and receives no pay when they are out of office.
d. Congress (past, present & future) participates in Social Security:
i. All funds in the Congressional retirement fund moves to the Social Security system immediately. All future funds flow into the Social Security system, Congress participates with the American people.
e. Congress can purchase their own retirement plan just as all Americans.
f. Congress will no longer vote themselves a pay raise. Congressional pay will rise by the lower of CPI or 3%.
g. Congress looses their current health care system and participates in the same health care system as the American people.
h. Congress must equally abide in all laws they impose on the American people.
i. All contracts with past and present congressmen are void effective January 1st of the year following the passage of this Amendment.
i. The American people did not make this contract with congressmen, congressmen made all these contracts for themselves.

2. Lawful American Currency and Banking Amendment
a. Restore the sole right to print money to the United States Treasury
b. Declare the Federal Reserve Act of 1913 unconstitutional.
c. Implement a 4 year plan to:
i. Phase out the Federal Reserve
ii. Implement a “Greenback” dollar policy and
iii. Implement a silver and gold back dollar system that is equal to 20% of all “Greenbacks” in circulation
iv. Retire the US debt. (yes it can be done)
d. Raise fractional lending policy from the current 10% to 50% over a 10 year period.

3. Social Security Perseveration Amendment
a. Move all Social Security and Medicare monies off budget and into a secure account.
b. All income from Social Security and Medicare taxes will be deposited in this account incurring interest.
c. An audit shall be performed to determine what level the FICA and Medicare tax needs to be to maintain the integrity of the programs.

4. Immigration Reform Amendment
a. Declare mass citizen granting to be unlawful.
b. Set maximum annual citizen granting to less than ½ of 1% of the current US population.
c. Declare the process known as “anchor babies” as unconstitutional.
d. Implement a guest worker program.

5. UN Amendment
a. Prohibit US tax dollars from supporting any UN efforts. America will provide relief to the world as before but not through the corrupted UN.
b. Require the UN to leave American soil within 6 months.

6. Energy Amendment
a. All mineral rights, and the right to extract or permit the extracting of all minerals, fluids, and gases from public lands will rest upon the State or Its people within the State’s borders. The General Government can only prohibit this extracting if the following criteria are met. (1) Another State can show that this extracting will have a negative environmental impact within its borders and (2) The effected State petitions the General Government for redress and (3) The US Congress prohibits the extraction by a majority vote of at least ¾ of the US House and the US Senate.

The Economy

Jobs
• Currently we have 13.8% unemployment rate yet 12.2% of Nevada’s work force are illegal aliens. We should implement E Verify immediately and require E Verify to be preformed (its free) on every Nevada employee within 60 days.

State backed 4% real estate loans for anyone who can QUALIFY to buy a personal residence, vacation home, or investment property.
• Before Nevada’s economy can recover we have to stabilize the real estate market. We could use the same qualification standards as FHA or VA, compared to other loan entities such as bankrupt Freddie and Fanny those two programs are still strong because they didn’t lower their qualification standards.

Drill in Nevada
• Nevada has a lot of oil in the ground. The problem is our rock structure makes it extremely risky to drill. New technology was recently tested in Nevada and is very promising. I would propose an incentive for oil companies in this manner: Any oil company that can find oil in Nevada which can be extracted for less than $35/barrel can lease that parcel of land for $1/year up to 10 years. This will provide many good high paying jobs in Nevada and bring more money into the State coffers.

Yucca Mountain
• I think one can reasonably argue that Nevadans would be safer with all spent fuel stored in Yucca mountain verses stored in 104 separate and temporary facilities. Having said that Yucca Mountain is safe but instead of using it just as a storage facility it should have a duel use as a nuclear reprocessing plant also. We need to use Yucca Mountain and benefit from the money and jobs it will bring to Nevada.

Refining
• It has been 30 years since the last refinery was commissioned in the United States. New Refineries are desperately needed in America and this creates a great opportunity for Nevada. The problem is the permit process is very long and expensive. We need to build a team comprised of participating counties and State authorities to develop a streamlined permit process to provide a company either an up or down decision within 60 days of permit submittal.

Energy
• There has been a lot of discussion lately about green energy and Nevada leading the way. I have spent 30 years as an energy professional so let’s be frank; Anyone who is telling you that solar and wind are the answer to our energy problems is either blowing smoke up your skirt or simply doesn’t know what they are talking about. Nevada has a lot of space, we should be using it. We need to build a team comprised of participating counties and State authorities to provide a streamlined permit process for expansion of existing plants and new power plant construction within 60 days of permit submittal.

Make Public Land Easily Available for Development (credit to Danny Tarkanian)
• Nevada is 85% federally owned land. A portion of that land exists in locations unsuitable for any other use other than commercial development, like a piece of BLM land in Douglas County that lies between a Costco and a church. There are hundreds of acres of land owned by the BLM on the Las Vegas Strip, the most valuable piece of commercial real estate in Nevada. We need to transfer ownership of federal land that’s only applicable use is for commercial development back to the State. Nevada can use this resource to attract new and diverse businesses. Making use of this land will have no cost to the taxpayer and will serve as a revenue generator.

Pass a Two Year Moratorium on the Nevada Jobs Tax (credit to Danny Tarkanian)
• Since its conception in 1991 and final passage in 1993, the Nevada Jobs tax has been a job creation determent. At the time of its consideration many small business owners testified that it would likely hinder their inclination to hire employees and it has done just that. At a time of record high unemployment we need to cut taxes to encourage businesses to hire employees, not penalize them for it. Although I am running for a federal office and this is a state issue, I encourage the legislature and governor to pass a two-year moratorium on this job killing tax.

Health Care

State sponsored Health Savings Plan Program (NHSP)
• Structured properly a HSA program can cut premiums and health care costs by as much as 50% for business and individuals. Possibly the best benefit for Nevadans is that HSAs allows you to legally avoid federal income tax by saving up to $3,050 for singles or $6,150 for families, into your HSA account. What you don’t use is yours to keep and grow tax free every year much like an IRA account.
• Moving State and Local public employees to HSAs will provide them with great health care coverage while having another vehicle to save for retirement free from federal taxes. In-addition it will save the State hundreds of millions dollars each year. The only loser in this is the federal government, which doesn’t bother me in the slightest.
• Although it is State sponsored the only costs for the State are funding its share of public employees. Creating such a large pool will enable the State to work with insurance companies to reduce the risk to provide coverage to those with pre-existing conditions.
• Companies that are able to provide equal or better medical coverage to their employees at 50%-75% of their current costs is a major selling point to get business to move into the State.

Opt out of the Federal Medicaid program
• It is expensive, doesn’t work and is breaking the medical industry back throughout the country.

Illegal Immigration

“The Silver State spends $470 million annually to educate the children of illegal immigrants in public schools and an additional $45 million for limited English programs. Eighty five million goes to healthcare for illegal immigrants and $31 to incarcerate them. All in all the tax payers of Nevada pay over $630M a year to support this illegal foreign population within our State borders.”

“In Nevada the Temporary Assistance for Needy Families (TANF) –created by the federal government to provide welfare to illegal aliens-program’s caseload has grown 96% since the recession hit the state. A news report reveals that around 4,250 of the families receiving the benefit in Nevada have “mixed immigration status.” In other words, Nevada taxpayers are supporting thousands of illegal alien families because they have at least one anchor baby.”

As far as the nation goes:
43 % of all Food Stamps issued are to Illegal Aliens.
41 % of all Unemployment Checks in the United States are to Illegal Aliens.
58% of all Welfare payments in the United States are issued to Illegal Aliens.

E Verify
• Implement E Verify immediately, it is free, easy and quick. Require all employers to E Verify each employee with in 60 days.

Vehicle registration
• Ohio recently passed a law that identified suspected vehicle registration without proper documentation. They sent a letter to each vehicle owner giving them 90 days to provide verification of citizenship. After 90 days any vehicle pulled over had their plates confiscated and the owner held for deportation. We should pass the same law.

Hiring and protecting illegal aliens
• Oklahoma passed a law that included hefty fines for hiring illegal aliens and made it a felony for a citizen to knowingly harbor illegal aliens. We should pass the same law.

Require law enforcement officers to detain illegal aliens
• Everyday law enforcement officers pull over scores illegal aliens and let them go because the Immigration authorities do not want deal with them on such a small scale. We should identify locations in the North, South, and East where we humanly detain illegal aliens until there is a sufficient amount to deport back to their original countries.

Guest worker program
Implement a guest worker program where workers can apply for a six month work visa then they must return to their home country for a period of not less than 45 days, after which they may reactivate their work visa. They will be responsible for paying all Federal, State, and Local income taxes and will have an excise tax of 6% that will go into the Social Security fund. Employers must provide some type of medical coverage that will cover at least emergency care. Guest workers may enter and leave the country at will on their visa. Families may apply for a visit visa not to exceed 30 days during each six month period.

Education

Few areas have more importance than education. A quick check of the facts show that money really doesn’t make much of a difference. Although I support the teacher in the classroom, I think that in many cases their hands are tied. I also feel that no single group has had a more negative effect on education than the National Education Association.

Federal Mandates
Although we only get about 7.5% (it will be slightly higher this year due to the stimulus money) of our funding from the federal government, federal mandates probably cost between 15%-20% of our total k-12 education budget. Many of these mandates are not helping our education system and are contrary to the values of most Nevadans. It is time to put Nevadans back in charge of our schools and let the Californians, Ivy League pundits and beltway gurus worry about their areas. Tell the federal government to keep their money and their mandates and we will educate our kids.

School Vouchers
We spend $7,200/pupil to educate our kids, not bad considering what other states spend, however our education results are near the bottom of the country. The failure isn’t because of the people trying to educate our kids, the system is just too big and tries to do to much. I feel the best way to ensure our kids are properly educated is through a voucher system:
$2,500-K-5
$3,500-6th-8th
$4,500 9th-12th

Control of Education
• Getting the federal government out of our education system is big step, however education is quite different in Clark County than it is in Lyon county or Carson City. The most control has to be at the local school board level with direct parent involvement. The State’s function in education should be limited and controlled. I support all school district superintendents coming together to decide level and function of the State in the education arena.
• Money would be distributed in the form of vouchers.

Higher Education

Tenure
No tenure for any faculty.

Accountability
I would support each University and community college becoming its own stand alone business unit.

Second Amendment

I fully support the second amendment and will do everything in my power to protect that right for Nevadans.

Social Issues

Pro Life
I am pro life with the only exception being the life of the mother. I will not support any public funding for abortion.

Marriage
Marriage is between a man and a woman. I do not support gay marriage.

Homosexuality
What you do in your home is no concern of mine or of the government. However when you go into our schools and try to teach my kids that your behavior is normal and healthy than I drawl the line and will fight you every step of the way.

Crime
I support our law enforcement agencies and will give them the support and latitude to get the job done. I believe law enforcement needs to start at the early stages. Bringing a young graffiti painter or shop lifter in the criminal justice system may stop a future rape or murder. I believe one of the biggest problems we have is gangs. I will support most measures giving our police a wide latitude to arrest, harass and drive them out of our state.

Well said Jerry,
One of the most thoroughly expressed comments I have heard or seen in a long time. Wish you well with your venture.
