I've quoted Amidala before from Star Wars: Episode One, "It is clear to me now the Republic no longer functions."
Once you arrive at this conclusion, there is only one option left.
Watch the movie and take note what Amidala does after saying these words.
Sure, she could have waited for the next elections, but her homeland couldn't wait any longer.

I think more people are coming to the same conclusion.

I interpret his words to mean the administration has all their bases covered so even if we pose a legal challenge to their unlawful (unconstitutional) actions the people in the administration will make sure we never succeed. (This is precisely what happened to Amidala in the movie) Basically, he is saying that we just might ever see results through the courts, now or ever. Some still hold out hope for a case to be successful, but time will tell.

So what would we do in the meantime? Vote them out? This organization is not only doing reactionary work and planning for the next vote, but we are also networking among each other. Paragraph 2, final sentence, is praising our efforts to do this. Such a network would be useful at a point in time when everything the administration has in mind to do has already been done and, if it were possible, when we have no remedy through the courts or the election box. His final sentence is a warning that we need to be successful now to avoid getting to the point of being totally without means of redress or protest.
